Q. My completed project only has non-sensitive data. I used all the data for my thesis. Do I need to deposit in both RDAR and NIE Data Repository?

If you used all the data from the completed project in your thesis, and the data are non-sensitive, you only need to deposit the data in the NIE Data Repository. You still need to deposit the DMP in RDAR. Indicate in Qn 9 of the DMP that the data are in the NIE Data Repository and include the DOI of the dataset.
